GFI Mindanao Outreach: Gift for Indigents
GFI Mindanao Outreach: Gift For Indigents
Prepared and submitted by:
Josephine L. Turner
GFI Mindanao Outreach Director
December 16, 2008
Achieving a quality education in the indigenous cultural communities (ICCs) in southern Mindanao can be very challenging. Most of the schools in these communities lack the substantial educational resource materials and do not have their own school libraries that could aid the teachers as well as students to have the same academic standard enjoyed by other school counterparts in the town center and even in highly urbanized cities.
In 2007, the Galing Foundation, Inc. (GFI) Mindanao outreach initially started with one elementary school. Now, it has grown to have assisted 4 schools specifically in the province of South Cotabato and one elementary school in Sarangani. The GFI Mindanao outreach coordinator, Mrs. Jocelyn C. Robles, has been doing the proper documentation and turn over of the GFI boxes to the recipient schools. Also, she is doing great job in coordinating with the respective local officials and the school authorities for advocating GFI’s goal of helping to establish school libraries along with increasing English literacy among the indigent school children. In November, Mrs. Robles has facilitated the turn over of 2008 GFI boxes for the following schools: Maligo Elementary School, Maligo Day Care School, and Landan National High School. The outreach was focused to serve the indigenous cultural communities of the Blaan tribe largely concentrated in Barangays of Maligo and Landan both located in the town of Polomolok, South Cotabato.
In a 2008 year end report to the GFI Board, Mrs. Robles shared that “joy, passion and advocacy ignited me during the turn over of books, toys and school supplies to the Maligo Day Care School, Maligo Elementary School and the Landan National High School.” She further added to say that “the terry eyes of the students who lovely received the educational resources from GFI gave me the courage to perform my task as the GFI Mindanao local coordinator. The books were very helpful to promote their English proficiency. In Maligo Elementary School (MES) and the Maligo Day Care School, the experience was just amazing for the students to play the toys and enjoy some children’s clothes sent along with the books that their parents cannot buy for them.”
One of the community achievements as a result of GFI’s intervention in Maligo Elementary School since 2007 is active involvement and support from the Maligo Barangay Council to establish a public library since the school has no designated space for a library yet. Since then, the Barangay has been very helpful partner for the GFI in its mission to help their school. In September 28, 2008, Barangay Maligo won the Category B Most Outstanding Barangay in the province of South Cotabato with a financial grant amounting to PhP 50,000.00. Mrs. Robles shared that “one of the factors that they got the award is because they have started establishing a barangay library starting with the GFI assistance. This makes our joint effort worth to be proud of because GFI has been part of their community’s success.” Barangay Captain Rogelio Garmino also noted that “we very proud of the GFI intervention in our school and our barangay as GFI is not only promoting English proficiency but it also paved the way for the barangay to get the reward to make more projects for more community development.”
Students and teachers gathered at another turn over of GFI donated books and school supplies done at the Landan National High School (LNHS). On behalf of GFI, Mrs. Robles was given the opportunity to share the vision and mission of GFI in partnership with their school. She also took the “the opportunity to challenge the students to work hard in their studies and encouraged them to have faith in GOD because He and He alone is the source of all wisdom.”
Mrs. Robles also recollected what Mr. Reynante Balleno, an English teacher at Landan National High School shared to her during the turn-over. “He said that he got one English book and when he read it, he did not give up on it and he used it in his teaching everyday.” Another testimony for a biology teacher was quoted to say as “we are very happy because at last we have good reference materials to use for our class”. Mrs. Nemfa Macabenta, the principal of Landan National High School (LNHS) was also very grateful for the intervention of GFI for supporting educational development in their school. Since then, she lobbied before the Department of Education (DepEd) for their school to have a designated place and space for the school library and now they will have one under construction.
As to the reaction coming from the student during the respective turn-overs, Mrs. Robles shared that “all I hear from the students is their applause and thanks giving for the opportunity that their school has been a recipient of GFI and they really appreciate the books that was sent to them. It is indeed a great help to them to advance their learning. Almost all the students shout out loud and very happy that they have the books with them. This is the first intervention they have in the life of the respective schools for establishing their school libraries.”
Finally, Mrs. Robles heartily expressed her personal experience along the way as a GFI Mindanao coordinator in her own community impact version of GFI… as in “Gift For the Indigents: Ang GALING!”. As a volunteer in the GFI Mindanao outreach, it adds my self worth as a human and as a young tribal leader to inspire more youth leaders for our next generation. I cannot express in words how much blessed I am to be a GFI volunteer. I am very proud I am part of GFI.”
The students, teachers and community leaders of the assisted schools wanted to convey their appreciation to all GFI donors and supporters. Thank you so much for touching the lives of these students in giving them hope and supporting their educational development.

“GFI shipment of books and school supplies was excellent and perfectly suited for the needs of the school, some of which never seen before.” – D. Wali
“GFI shipment of books and school supplies was excellent and perfectly suited for the needs of the school, some of which never seen before.” – Datu Wali Mission on turn over to Kipalkuda Elementary School
The two boxes of books and school supplies raised during the Ball O Fun event was turned over to Kipalkuda Elementary School in New La Union, Maitum, Sarangani Province last November 14, 2008. The turn over was facilitated by the Datu Wali Mission (http://www.datuwalimission.org), the GFI’s partner in the project implementation for this school.
Dan Evans, DWM Director, shared that he was privileged to witness the joy of teachers and students during the turn over. “It was a wonderful experience to watch them sort through the items they received, some of which they have never seen before. This was an excellent variety of things for the students and teachers at Kipalkuda. Three of the teachers and about 100 tribal students gathered in and around the small room that serves as the school library and office to see the treasures received.”
Experiences prior to the turn-over were also expressed by Dan Evans in his e-mail for GFI. “Because of the weight and size of the boxes, and the challenge in delivering them to the mountain school, we transferred and sorted the contents before taking them to New La Union, the barangay in which Kipalkuda school resides. We withheld the clothing and toys that were sent, to assemble them along with toys and clothing received in a previous GFI shipment, for a separate distribution to children most in need around Christmas. But this shipment of books and school supplies was excellent and perfectly suited for the needs of the school.”
“Kipalkuda is one of the most disadvantaged schools in Sarangani Province, so the help they are receiving from Galing Foundation is very significant. Our organization, Datu Wali Mission, provides the school with writing paper, pencils, pens, crayons, scissors, glue, construction paper and other supplies for all six grades, plus the mayor's office delivers a limited amount of similar items for grade 1 pupils once or twice a year. Without this type of help, children would be reduced to writing with charcoal on banana leaves or tree bark. The school supplies GFI sent this time are very important and directly affect the ability of these children, neglected by society in this country, to learn to read, write and do basic math.”
Local partnerships are very important strategy for community development efforts. Dan Evans noted the significance of GFI’s intervention in this school along with the existing efforts done by their ministry and the local government in making a holistic impact. “The books received in this shipment represent an amazing and totally appropriate collection of references and reading materials to contribute to the learning experience at this school. With the help of Galing Foundation, Datu Wali Mission, and others, Kipalkuda has become academically competitive with other schools in this district, after suffering for many years as the least successful of schools in this region. It is also a huge morale booster for teachers, who make great sacrifices to traverse the dangerous mountain roads between town and the school each day. Teachers formerly resisted assignments at Kipalkuda because of risks from rebels, the dangerous roads, poor student attendances, and the general hardships of going to and being in New La Union each day. Now, teachers apply for assignments at this school, because it has improved so much under the sponsorship of our organizations.”
On behalf of the Kipalkuda Elementary School, the Datu Wali Mission also wishes to extend a big thank you and appreciation for GFI donors, the teachers, students and parents, and all partner organizations here in the US for their respective efforts in this great endeavor.

"Thank you so much for the excellent assortment of books that we received from donors of GFI" says D. Evans
by Arjho Turner, GFI Director for Mindanao Outreach
The Kipalkuda Elementary School of Barangay New La Union, Maitum, Sarangani Province is one of the GFI outreach school in Mindanao. For this school year, there are 357 students enrolled and are mostly belonging to the Tboli indigenous peoples group. The GFI box sent last May 31, 2008 was turned over to the school last September 22, 2008. The turn over of books was facilitated by the Datu Wali Mission (DWM), the partner Christian non-profit organization of GFI in the project implementation. DWM is also assisting the school through its lunch and transportation program among other services provided by the ministry. DWM Director Dan Evans further extends appreciation for GFI assistance, "Thank you so much for the excellent assortment of books that we received from donors of Galing Foundation, Inc. We delivered them to Kipalkuda Elementary School yesterday. In the attached photos, you will see the head teacher, Mrs. Aurea Desaville, and a group of first grade tribal children enjoying the unpacking and first-look of the books. They were truly excited, and we are very grateful for your assistance. For many of these children, it was the first time they had ever held a book in their own hands."

The Combine Federal Campaign (CFC) is the only fund raising that is allowed by law in the federal government. And it is fortunate that Galing Foundation, Inc. has been accepted as one of the non-profits to receive pledges from CFC.
CFC is a global undertaking. It affects not only our immediate neighbors, but what we do here and now affects everyone in the world. Poverty, disease, hunger, violence, happens anywhere, everywhere, anytime, and all the time. This is why it is important to give thanks for what we have. And as part of giving thanks, is giving to the less fortunate. What better way to give than to the Combined Federal Campaign! In our own little way, we can “change lives, one gift at a time!”
For our community members who serves in the federal government, please appeal to your friends and employees in your workplace, to support Galing, by pledging to CFC and choosing Galing Foundation --92690! Thank you for "Changing Lives, One gift at a Time." --- Jane Rolen

DepEd: Peace education mainstreamed in schools
FOR IMMEDIATE RELEASE
JULY 24, 2008
Peace education mainstreamed in schools
The ways of peace will now be taught in public schools and be incorporated in teacher education – part of the government’s initiative to build and nurture a climate conducive to peace through education.
This develops as the Department of Education today joins other agencies and civil
representatives in the signing of the implementing rules and regulation (IRR) for Executive Order 570: Institutionalizing Peace Education in Basic Education and Teacher Education.
The inter-agency Technical Working Group (TWG), composed of the Office of the Presidential Adviser on the Peace Process (OPAPP), DepEd, Commission on Higher Education (CHEd), National Economic Development Authority (NEDA) and civil society representatives, helped draft the IRR.
DepEd and OPAPP have earlier developed elementary and high school peace education
exemplars as a way of mainstreaming peace education in the basic formal and non-formal education curriculum.
CHEd, meanwhile, shall introduce and institutionalize peace education among teachers through pre-service and in-service training.
Education Secretary Jesli Lapus said, “DepEd will incorporate peace education where it matters because we believe in the power of education to change the mindset of people towards peace. “He assured that instructional materials will also be developed, produced, and disseminated as additional tools while the adaptation and adoption of video peace modules through a series of workshops will also be strengthened.
The TWG has refined the IRR draft after two major consultations: the Mindanao-wide
Consultation on Peace Education, organized by the Mindanao Peace Education Forum
(MinPEF) and the National Consultation Workshop on EO 570, organized by OPAPP and TWG.
According to EO 570, DepEd will serve as co-chair of the coordinating structure. It will spearhead the mainstreaming peace education concepts, skills and values in the learning content of the basic education and alternative learning systems (ALS).
It is tasked to encourage and nurture local peace initiatives in schools, ALS local systems and communities and to organize peace education learning circles/teams in the region, division and school level.
“The peace problems are very complex and no one has all the answers. However, everyone can do something in his or her little way to bring us a step closer to the attainment of peace,” he stressed.

DepEd: Lapus advocates education for sustainable development
FOR IMMEDIATE RELEASE
JULY 18, 2008
Lapus advocates 'education for sustainable development'
Department of Education (DepEd) Secretary Jesli Lapus today cited the urgency of tapping both formal and informal learning systems in an effort to incorporate sustainable development and environment education in the Philippine public school curriculum.
In the Consultative Workshop on EFA Towards Sustainable Development at Club Filipino, San Juan, the Education Chief challenged local policy-makers and officials to make this Decade of Education for Sustainable Development meaningful to all.
Lapus, who is also the National Education for All (EFA) Committee Chair, said that "DepEd has directed its efforts towards the provision of basic learning tools which include care of the environment for sustainable development. Yet more needs to be done."
The United Nations – Decade of Education for Sustainable Development is a vast undertaking that requires involvement of all education stakeholders in government, civil society, educational institutions, and private organizations.
Teacher training in the areas of environment education that draws on local inputs, contexts, and values, as mentioned by Lapus, will be "strategic to meeting our Education for Sustainable Development goals."
The workshop sought to provide a platform for creating awareness of Education for Sustainable Development (ESD) as a development strategy, and discuss ESD performance indicators. It also featured a discussion on the definition of ESD and how its accomplishments are measured by the Asia Pacific ESD Performance Indicators.
Further, Lapus said that "we education stakeholders have to ensure that sustainable development – which is the watchword of the century - should be well incorporated in the lessons and values we teach our children. They have to learn early on that nature is finite and there's a lot of catching up to do in terms of reviving the environment."

DepEd: Lapus welcomes DILG’s funding support to public schools
FOR IMMEDIATE RELEASE
JULY 21, 2008
Lapus welcomes DILG’s funding support to public schools
Supporting the call of Education Secretary Jesli Lapus for other sectors to help
bring school-aged children to school, the Department of Interior and Local
Government (DILG) recently directed the local government units to provide
supplemental funding for public schools through the local school boards.
In Memorandum Circular No. 95 sent to provincial governors, city and
municipal mayors, vice governors and DILG regional directors, DILG Acting
Secretary Austere Panadero urged the local school boards to provide funding
for at least during the first two months of the school year when the Parent,
Teacher, Community Association (PTCA) collections are not yet available.
Among the services which require regular funding are pre-school classes,
utilities, security and janitorial needs.
“The support of the DILG to pay for basic school services is most welcome as
we try to get more schools to accept 5 to 11 years old to enroll and stay in
school,” Education Secretary Jesli Lapus said.
In a study released earlier by the National Statistical Coordination Board, the
percentage of children enrolled in primary school went down to 83 % in school
year 2006-2007, from 90% five years earlier. The dwindling number of school
enrollees is attributed to widespread poverty aggravated by rising cost of fuel
and food.
In the same memorandum, Panadero also enjoined the local executives to
support DepEd and the community in ensuring that school-aged children
actually enroll in school.
According to the Education Chief, “improving school attendance is the
responsibility of the entire community. Parents, local government units, and the
local school boards should work hand-in-hand with DepEd in increasing
participation rate and, consequently, reduce drop-out incidence among school
children.”
Lapus has earlier called on the LGU’s city and municipal councils to come up
with an anti-truancy ordinance that will compel parents to constantly keep their
children to school.
Among the measures currently implemented by DepEd to ease the financial
obstacle to parents and keep children in school are the no collection and no
uniform policy, school feeding program and alternative learning systems for
learners outside of the formal school system.
DepEd also reiterates that from preschool to grade 4, no collection of fees shall
be allowed throughout the school year. From grade 5 up, authorized fees – such
as Red Cross, Boy and Girl Scouts of the Philippines, and PTCA fees – may be
collected but only on a voluntary basis.
Studies show that students who have enough preparation in pre-school up to
grade three are most likely to stay in school longer.
Meanwhile, DILG also advised the LGUs to consider the public school’s
budgetary requirements in reviewing and revising approved local school board
budgets as well as other priorities which have been identified in schools’
improvement plans.

"Ang kabataan ang pag-asa ng bayan." This reminds me of our great national hero Dr. Jose Rizal as he trekked many miles from the hills of Odenwald,Wilhelmsfeld to get to Heidelberg University for an education he will forever be remembered. Galing Foundation is re-living the heroism of many of us who dreamt of sharing our good
fortune to the young illiterate oppressed children of Quezon and Mindanao. Galing's goal to literacy was warmly welcomed by Columbus folks as they generously provided
food boxes, powdered milk,(courtesy of Ms. Ellen Balauitan) brand new backpacks with school supplies partly donated by Basilio Clinic), and of course hardcover books that'll open avenues and inspire the youngest Filipinos to dream and explore.
Hosted by K&M TLC K-12 Academic Tutoring Center, Columbus welcoming committee role modeled Fil-Am generosity at its finest. Headed by FAA President John Campos,( who excitedly brought in donated goods few days prior to turn over) Mr & Mrs. Arnold Taganas, Mr.& Mrs. Daryl Guernsey, FAA VP Dr. Jo Galang Ray, Dr. Bernie & Mrs. Manasan of Ft. Benning,Ms. Norma Dodd and NaFFAA's Fil-Language Immersion students
with frontliner 6 year old "reading wiz,"Kevin Guernsey, genuine generosity poured. Added to the photo opp was Lauren Daya-Luetgers creative eyes for the lenses.
For dinner ,baby back ribs barbecue was prepared by 16 year old Mike Dominguez. All these... for the children in the Philippines they want to meet in the future. A family occasion worthy of 2 hr.drive. This event was so meaningful that no distance is too far to touch the lives and give hope to the dreams of these young poor children threatened by the ultimate poverty in human history- Illiteracy.
To Arjhou and Ces, thank you for taking the time driving in an afternoon where you should be with your family.
Maraming Salamat Galing at Mabuhay! Got more books to haul here.......any volunteer/s???
SSA Diversity Day Celebration features Mindanao
The Regional Office of the Social Security Administration held its 2008 Diversity Day Celebration on Tuesday, July 22, 2008 in the Sam Nunn Federal Center, downtown Atlanta. This year’s theme was “Triumph through Diversity”.
The event was attended by approximately 100-150 employees who were entertained with a program designed to be educational and a fun way of learning about different cultures.
Our very own Arjho Turner, Galing Foundation volunteer, was one of the performers for the event, wowing the federal employees with her traditional Blaan Tribal dance. Organizers for the event, received numerous favorable comments about her performance.
Other performers from the Asian communities included the Southeast Korean Dance Association and a Middle Eastern Dancer. The keynote speaker was Dr. Josephine Tan. Food included a variety of dishes from numerous countries.
Our special thanks to Arjho and Galing Foundation for supporting the event.

Filipino kids Eleazar and Empamano of Galing Lucban represents the Philippines at Beijing Olympic Art
Galing Foundation, Inc. announces that the Beijing Olympic Art Exhibition opened last June 1 at the Millennium Monument Museum. Selected paintings from the Philippines were artworks from children of Galing Lucban, namely Nico C. Eleazar and Cecil Empamano.
The Exhibition will travel from Beijing, to the United Nations gallery in New York and in Atlanta's Youth Art Connection Gallery and Hartsfield-Jackson International Airport Gallery.
"Thanks to Galing Foundation, Inc. and our other wonderful Paint Pals around the world, we received art from kids in 66 countries -- one-third of the countries in the world on six continents! We plan to produce a book about the exhibition." says Linden Longino, International Paint Pals
IPP asked why GFI finds the Program important. "The importance of the Olympic Art has enabled Filipino indigent children to speak from their heart to the world which they are a great part of, of their definition and vision of what true love, peace and humanity is all about, for the benefit of the current and future generations.
We need to see and create that great future not only for our own children but for the rest of the children all over the world." says Toni Daya-Luetgers, Galing Foundation, Inc.
The artworks can be viewed by visiting International Paint Pals' website: www.paintpals.org

Galing Lucban Products for showcase at "BallOFun", a sport charity event.
On photo is an "arangya" (Pahiyas Thanksgiving Lamp)
It is a replica of the original kiping (rice leaves). It is used to decorate houses in honor of San Isidro every 15th of May in Lucban, Quezon. This is the farmers' way of giving thanks to God for bountiful harvest and to pray for more blessings to come.
The rice leaves are arranged to form changeliers in a variety of colors callled "arangya". It shines bright and attractive when lighted bringing out its true luminosity and translucency. Having one at home is a reminder to always give thanks and praise to God the way the folks of Lucban do.
